In Convention of the Representatives of the State of New-York, at Kingston, May 5, 1777 : Whereas it hath been found by experience, that the several committees within this state, have greatly contributed to the public security and defence ... therefore resolved, that it be recommended to the inhabitants of this state, to choose such active, spirited and discreet subjects of this state, as they shall deem proper for members of the several committees.
