To the public : It is a subject of general complaint in the country, that a daily paper from the city, with the postage, is too expensive for men in moderate circumstances; and that a great part of the expense is incurred for a useless and cumbersome load of advertisements. ... To accommodate country readers, the publishers of the Minerva propose to print a distinct paper under the title of the Herald, (A country gazette.).
