To the inhabitants of the towns bordering upon and near to the river Merrimack : The Proprietors of the Locks and Canals on the said river ... beg leave to represent, that they have carefully examined the falls below Patuckett, and in result are convinced, that to construct locks and canals by the said falls would involve an expence for which the trade of the river can never be expected to afford them a compensation.
