The evaluation was conducted using the Empowerment Evaluation system developed by Fetterman, Karfarian, and Wandersman (2015a). At the conclusion of the evaluation, it was recommended that the STAR Academy be left in place with recommendations to: (a) Improve linkages to referring schools; (b) Increase support systems for students enrolled in STAR Academy; and (c) Develop Individual Education Plans (IEPs) for all students enrolled in STAR.
