The National Coal conversion act and the National crude oil refinery development act : hearing[s], pursuant to S. Res. 45: a national files and Energy policy study, Ninety-third Congress, first [and second] session[s], on S. 2652, a bill to require the use of coal as boiler fuel, insofar as possible, in all fossil fueled stationary powerplants and other high volume industrial users of oil and gas ; to require development of the capability in such plants to burn all of the major fossil fuels (oil, coal, and gas) ; and for other purposes and S. 2743, a bill to establish a program of loan guarantees to enable independent refiners of crude oil to construct or require new or expanded refining facilities in the United States.
