Boston, 7th July, 1796 : Sir, In consequence of a representation made by several of the principal merchants in this state, sufferers by British spoilations, that some commercial character might be employed with advantage, to aid the business of the commissioners in London, the president of the United States has been pleased to honor me with this appointment.
